CEI Division Manager (DFW)

We are currently looking for a Division Manager to lead our CE&I team. As a Division  Manager, your responsibilities will include:
  • Build client relationships, help identify business opportunities, and have client accountability
  • Direct highly complex and specialized construction engineering administration and inspection program.
  • Leads a team to complete CEI projects; responsible for fulfillment of executed client contracts and financial performance of the project
  • Establish and monitor project scope and fee, ensuring work is performed according to agreed-upon contract, diligently obtaining modifications as required
  • Develop and/or review policies, methods, practices, and procedures; and, reviews programs for conformance with client standards. 
  • Use appropriate project management software to track project tasks and timelines, ensuring timely completion of project stages in accordance with the project schedule
  • Manage and review personnel assignments for a team, including preparation of schedules, resource loading, and submittals
  • Communicate high-level concepts effectively with team members, internal groups, and external entities including clients, sub-consultants, and relevant government agencies
  • Collaborate with other divisions, within and across service lines, to support and lead company business development activities, projects, and initiatives
  • Represent the Company to external entities including clients, agency officials, and the public; build client relationships, help identify business opportunities, and have client accountability
  • Make recommendations and decisions on human resources actions (e.g. staffing, training, compensation, conflict resolution, etc.) 
  • Lead or support PMs in personnel forecasting, recruiting, interviewing, hiring and on-boarding
  • Negotiate and fully execute contracts with clients and sub-consultants in conjunction with company finance and legal team
  • Work with Project Accountants to set up projects, review expense and labor charges, generate timely client invoices, and assist in collections of outstanding accounts receivables
  • Submit and regularly review financial reports, including percent complete, client billing, outstanding accounts receivable, and project profitability    
  • Utilize Client Relationship Manager (CRM) to accurately report and track ongoing business opportunities and pursuits
  • Ultimately responsible for proposal management on lead pursuits, including preliminary and final reviews
  • Other marketing duties include providing timely resume updates, project write-ups, proposal support, and participating in marketing initiatives as required
  • Seize opportunities to teach, coach and mentor; foster positive development and enrichment of assigned team, preparing them for new positions
  • Identify skills and knowledge gaps within the department, seek opportunities to provide internal training, and identify worthwhile external training content
  • Participate in personnel forecasting, recruiting and interviewing activities, candidate selection, and new hire onboarding
  • Bachelor’s degree in Civil Engineering 
  • Professional Engineer (PE) in Texas
  • A minimum of 15 years of post-PE experience as a Project Manager required
  • A minimum of 12 years experience in the construction of major road and bridge structures
  • Experience in negotiating and executing TxDOT contracts.
  • Demonstrated success in business development, client service, and project delivery
  • Must possess excellent analytical, technical, and communication skills
